ST PETERSBURG, Russia, Aug 20 (Reuters) - An electicity
blackout has hit most parts of Russia's second city, Saint
Petersburg, after a failure occurred at a local sub-station on
Friday, power generator TGK-1 told Reuters.
"The eastern sub-station is not working.... There is no
electricity in the centre of the city, the northern part and the
northern subburbs," a TGK-1 spokesman said.
State television said the electicity was cut off at 1840
local time (1440 GMT).
A Reuters witness said traffic lights were not working in
the city of 4.5 million, and that water supplies were also
switched off.
